The Holy Spirit is making clear that the way into the Holy Place had not yet appeared as long as the old tabernacle was standing.

Hebrews 9:8 NET

The Christian Bible has two major divisions: the Old Testament and the New Testament. These two divisions are based on significant covenants God established with his people. The first covenant was established at Mt Sinai. This covenant was primarily concerned with the nation of Israel and those who joined with them. But at Calvery, a new covenant was established. And this covenant covers those who come to Christ in faith.

The covenant established at Sinai specified specific regulations for worship. Included were the regulations for the Most Holy Place, the inner room of the Tabernacle. This room represented the throne room of God. It could only be entered once a year, only by the high priest, and only with the blood of the atonement sacrifice (Heb. 9:1-7).

The author of Hebrews points out that this limitation on entry into the Most Holy Place was in place as long as the old Tabernacle was standing, essentially while the old covenant was in effect. The old covenant provided external regulations for worship (Heb. 9:1, 10). But not a way to personally encounter God.

But now Christ has come, and he has entered the Most Holy Place with his own blood, securing eternal redemption (Heb 9:11-12). And so he has become the mediator of a new covenant (Heb. 9:15). Because of this, the old covenant and tabernacle are obsolete (Heb. 8:13).

And now we, as participants in the new covenant, are welcomed into the Most Holy Place. We can pass through the curtain and draw near to God with the assurance of faith (Heb. 10:19-22). The way into the Most Holy Place, closed under the old covenant, is now open.
